HSSEQ Manager

Reports to: Project Director/Regional HSSE Manager

Work location: BGC, Manila/ Libmanan, Camarines Sur (Project Site)

Outcomes Expected and Responsibilities:

 

  • Provide HSSE management at project site (90%) and at the office in Manila (10%).
  • Implement international standards for HSSE for all business processes.
  • Develop market specific solutions, with global best practice in HSSE, during development, construction, and operational phases and within community projects.
  • Manage and drive the annual HSSE objectives for the project.
  • Develop proactive HSSE campaigns and roll them out at project site.
  • Establish HSSE best practices, including analysis, monitoring, reporting, and evaluation of HSSE performance of projects in development, construction and operation while aligning procedures with global standards.
  • Liaise with Global and Regional HSSE colleagues, including other functional area managers to ensure that HSSE plans, and best practices are being shared and adopted.
  • Develop the project HSSE Policy and implement ISO14001, ISO45001 and ISO9001 certification requirements for the project.
  • Work with the HSSE team to develop, maintain and implement the HSSE framework and ensure alignment to relevant HSSE statutory requirements.
  • Implement continuous HSSE improvements for the project.
  • Prepare, review and audit Permit – To – Work system and ensure compliance with project standards.
  • Carry out incident/accident/dangerous situation reporting and investigations with root causes analysis. Recommend and oversee corrective/preventive measures to facilitate continuous improvement on the HSSE aspect of the work environment.
  • Carry out regular HSSE inspections and audits (Daily, Weekly, Monthly) at project site and keep records to ensure compliance of Owner Engineer and Contractors and ensure they are in line with project procedures.
  • Support business growth by leading risk mitigation and HSSE productivity enhancements by producing a comprehensive risk register.
  • Interface with external bodies such as government agencies to ensure legal/policy compliance and participate in any subsequent communication to stakeholders within the business.
  • Assist in the preparation of risk assessments and method statements in conjunction with project management.
  • Support the management to fulfil company’s “duty of care” obligations by reviewing and providing comments on Risk Assessment and Method Statements (RAMs) provided by vendors, contractors, and other sources to identify, evaluate and control all hazards and risks associated with project activities.
  • Manage HSSE reporting requirements per the project shareholder and company requirements. Produce HSSE reports, newsletters and bulletins when required such as weekly and monthly HSSE reports for the management meetings.
  • Monitor the environmental and health monitoring in the project that includes wastewater sampling, air emission, potable water tank sampling etc.
  • Plan, coordinate, and organize mandatory emergency drills that include fire drill, crisis drill etc.
  • Manage the Owner Engineer team to ensure all HSSE standards, requirements and international practices are followed.
  • Chair and participate in HSSE meetings with Owner Engineer, contractors, and other relevant meetings with local authority.
  • Use and develop innovative HSSE communication strategies for all contractors and levels of staff, to include but not limited to, written information, toolbox talks, management briefs, notices, etc.
  • Manage training matrix, identify SHEQ training needs within the business and input into the annual training plan.
  • Coordinate with local authority for security control at the project.
  • Performs any other related duties and responsibilities that may be assigned from time to time by immediate superior consistent with the purpose of this role.

KNOWLEDGE AND SKILLS REQUIREMENTS:

 

Minimum Qualifications:

  • Degree or diploma in a HSSE or relevant.
  • Minimum 10 years’ experience applying HSSE standards in construction and operation.
  • Managing teams with proven ability to manage the interfaces with various stakeholders (Operations, Construction, Government agencies, Security and Community Relations disciplines).
  • Experience measuring and reporting on HSSE impacts of projects.
  • Experience in applying HSSE international standards in asset management, operations and or construction.
  • Experience in implementation of ISO9001, ISO14001 and ISO45001 standards.
  • Experience in HSSE management in windfarm projects or Oil & Gas industry will be advantageous.
  • Experience in heavy lifting and special cargo (overside - overweight cargo) transportation.
  • Trained and experienced in incident / accident investigation.
  • Capable of managing HSSE across multi-cultural and multi-disciplinary teams.
  • Setup and roll out of HSSE strategies.
  • Robust project management skill set required including contract management, contract administration, scheduling, planning, budget preparation and control.
